Koeneman is a 6-acre Jennings lake with a very specific winter trout rule set. That makes it a poor place to rely on a generic “urban lake” checklist: the legal presentation and harvest approach changes during the catch-and-release period.
No boats
MDC prohibits boats, so the lake should be planned as a bank-fishing trip.
Nov. 1–Jan. 31
MDC’s special-waterbody page says trout are catch-and-release during this period. Anglers are limited to one pole; chum is prohibited; and trout fishing is limited to flies, artificial lures and unscented soft plastics.
Feb. 1–Oct. 31
MDC allows trout harvest under the applicable limit after the winter catch-and-release period, and a trout permit is required if trout are kept.
Pack differently for November than for April
- For the winter catch-and-release period, build the trip around legal artificials: tiny jigs, small spoons or inline spinners. Do not bring scented trout dough expecting to use it during the restricted period.
- After the winter restriction changes, re-check the current special-waterbody page before switching to bait or keeping trout. Regulation dates matter more here than a generic seasonal slogan.
- Outside the trout window, a simple bottom rig for catfish or a small moving bait for bass gives the lake a second purpose instead of treating it as winter-only water.

WINTER TROUT
Light spinning
4–6 lb mono/fluoro. Start with a small spoon, inline spinner or 1/32–1/16 oz jig when allowed by the lake's current winter rules.
WARM SEASON
Catfish + panfish
Catfish: 12–20 lb line with a simple bottom rig. Panfish: 4–6 lb line, small jig or worm under a float.
BASS
Finesse first
8–12 lb mono/fluoro or light braid with a fluorocarbon leader. Start with a finesse worm, compact jig or small moving bait.
CURRENT RULES
Check before you keep.
- Trout permit is required if trout are kept.
- Current winter rules are catch-and-release only from Nov. 1 through Jan. 31.
- Black bass minimum length is 18 inches under current special regulations.
- Boating is not part of the normal Koeneman fishing setup; plan on bank fishing.
